Our Technical Office is engaged in energy-saving and photovoltaic system installation since 2010. Regarding the program "Saving at home" program, it has studied and built more than 150 homes across Greece (Galatsi, Kypseli, Nea Ionia, Ilioupoli , Argyroupoli, Patras, Aegio, Agrinio, Arta, Amfilochia, Messolonghi, Nafpaktos, Eratini). The gangs with which it co-operates possess all certificates and the necessary experience required for the proper implementation of the program.

Most buildings in Greece consume large amounts of energy. However, using advanced techniques, a significant improvement in energy efficiency of buildings is achieved, having, as a result, additional environmental and social benefits.

The "Saving at home", provides incentives for people to improve the energy efficiency of their homes by giving subsidies up to 70%. What is needed is an application!

Eligible interventions which subsidizes the program concern:

• Installing insulation in the building envelope including the flat roof / roof and the pilotis.
• Replacement of frames and installation of shading.
• Design, upgrading and replacement of heating-cooling systems

(The program subsidizes the equipment of boiler systems and distribution network, energy fireplaces, pellet stoves as well as pellet boilers - biomass - wood or oil and heat pump).

What is the "Saving at home" program?

The "Saving at Home" is a co-funded program that provides incentives to citizens to improve the energy efficiency of their home, saving money and energy and increasing its value.

Residencies subsidized

The types of homes can receive grants from the program are: the house, the building for the part related to a whole of apartments of the building and the individual apartment that meet the following criteria:

1. Located in areas with a price band lower than or equal to 2.100 € / sq.m. as it was formed until the 31.12.2009.
2. Bears a building permit. If the building owner does not have a building permit, a relevant legal document should be submitted according to which it results that the building exists legally. For cases in which the building permit has been lost or the relevant records making it possible to adopt the above legal documents are not readily available, this license and the legal documents can be presented at the financial institution before the signing of the loan agreement.
3. It has been classified under the Energy Efficiency Certificate (EEC) in a class lower or equal to the Forum.
4. It has not been judged to undergo demolition.

Eligible residence

Eligible residence is the house, the building for the part related to all the apartments of the building, as well as the individual apartment.

To qualify a block of flats as a whole of the apartments of the building, as an eligible residence, the following must be met:

At least 50% of the properties (apartments and not) should be used as a residence. They do not qualify as eligible property if they are not used for residence (e.g. a shop in ground floor of the building).

Following a decision by the general meeting, an application is a representative of all owners of apartments with data on the satisfaction of the eligibility of the building, and individual applications from each of the apartment owners, who wish to join the program.

An Energy Efficiency Certificate regarding the total of the building used as a residence is submitted.

For each eligible residence only one application must be submitted. The registration of more than one application for the same eligible residence by the same person or another co-owner leads to the rejection of all applications.

In the above context no more than one application can be submitted for the same building. The registration of more than one application for the building leads to the rejection of all applications.

Participation right

Only natural persons have the right to participate in this program that:

- Have the right of ownership (full or bare) or usufruct in an eligible residence,

- Meet the income criteria of the following categories A1, A2 or B.

In case of joint ownership rights in an eligible residence the application is made by one of the joint owners with the agreement of the others, who declare their consent.

The Program is aimed at citizens / beneficiaries whose income falls into three categories, with distinct motives by category.

  • A possibility of receiving a 4/5/6-year loan, with or without a guarantor, without mortgage property, direct loan repayment without charges, and payment of suppliers / contractors through the bank without the involvement of citizens. With the inclusion in the program a deposit 40% of the budget of the application is provided.

    Inclusion in the program requires energy audits (before and after the interventions), the cost of which is covered 100% by the program after the successful implementation of the project.

    Additionally, costs for project consultant fees are covered, up to 250 € without VAT

    NOTE: For each category of beneficiaries, as reported income, the "total declared income" of Section C "Settlement of I.T." of the statement income tax note is obtained.

    The eligible budget per beneficiary application can not exceed 15.000 € VAT included (eligible operations budget)

The buildings and the transport sector are the biggest consumers of energy in the country. Buildings in Greece account for approximately 36% of the total energy consumption and, in 2000-2005, they increased their energy consumption by about 24%, one of the highest increases in Europe.

One of the main reasons why the Greek buildings are particularly intensive is their antiquity and the failure to incorporate modern technology to them, due to lack of relevant legislation in the last 30 years.

Most of these buildings are facing issues such as:

• partial or total lack of insulation,
• obsolete frames (frames / odd windows)
• lack of sun protection of the southern and western facades
• insufficient use of the high solar potential of the country,
• inadequate maintenance of heating / air-conditioning resulting in poor performance.

An important parameter also determines the energy efficiency of a building is the behaviour of the occupants. The lack of information of users-residents regarding the rational use and management of energy, often leads to wasteful behaviours such as installing individual air-conditioning systems without trial, the use of low performance devices, or non-maintenance of the heating system, etc.

In this direction, the Ministry of Environment Energy and Climate Change (Y.P.E.K.A.) by completing the institutional framework for the energy efficiency of buildings progresses, co-funded by the European Union, in a package of economic incentives in order to made energy upgrading interventions in buildings in the domestic sector, through the "Saving at home" program.
